These areas are expected to be occupied by the Soviet Union, the United States, the United Kingdom and France. Decisions in these areas should be taken by the Allied Control Board (ACC), a post-war military governing body. However, decisions had to be taken unanimously, and this was often not the case, because France was very careful to make Germany strong – but we can`t blame them, can we? When decisions were not taken unanimously, the military governor of each zone was free to implement decisions in their area. This meant that after the war, politics was not uniform in all western areas. It is not the best. Although a number of agreements and compromises have been reached in Potsdam, important issues had not yet been resolved. Very quickly, the Soviet Union rebuilt the German Communist Party in the eastern part of Germany and began to lay the foundations for an East German nation-state, modelled on that of the USSR. In exchange for the territory it lost after the rebalancing of the Soviet-Polish border to the Soviet Union, Poland received much of German territory and began deporting German residents from the territories concerned, as well as other nations that held large German minorities. The Negotiators in Potsdam were well aware of the situation and, although the British and Americans feared that a mass exodus of Germans to Western areas of occupation would destabilize them, they merely stated that “all transfers that take place should be done in an orderly and humane manner” and asked the Poles, Czechs and Hungary to temporarily suspend the additional deportations. Churchill was also keen to put an end to any future German threat, but he was also concerned about the expansion of the power of the USSR and wanted a fair and free government throughout Eastern Europe, especially Poland, in whose defence Britain had declared war with Germany in 1939. He and Truman feared that Germany`s massive repair, as it had been done after the First World War, would in future create a similar economic situation in the country, which had led to the rise and acceptance of the NSDAP.
